The Virbank Complex is a power plant lying south of Virbank City. The Complex has several nuclear power generators and two areas of tall grass to the sides, with walkways branching out above. To the far right there is a large patch of dark grass. To the south is a nice dock with a pleasent view of the water. In the entryway to the complex there is a man by a tree that will give you the TM94 Rock Smash if you battle three workers scattered throughout the complex.
