Ruby/Sapphire/Emerald series
In Pacifidlog Town there is a house in the southwestern corner that has a man in it. Show him a pokemon that dislikes you and he will give you TM 21.
Fire Red/Leaf Green series
It is found on the 3rd floor of the Team Rocket game corner base in Celadon City.
Diamond/Pearl/Platinum series
It can be found on the 3rd floor of the Team Galactic hideout in Veilstone City. Or can be bought at the Veilstone game corner for 1,000 coins.
